On August 27, 2024, Ban Ying, the Berlin Police, the Berlin Customs Office, and other counseling centers signed two new agreements to protect victims of human trafficking and labor exploitation. The first agreement expands the existing 2003 cooperation to cover all genders and types of exploitation, with exploitative employment addressed separately. The second agreement focuses on human trafficking for labor exploitation, which causes severe physical and psychological harm and requires specialized care. The Berlin Public Prosecutor's Office and relevant Senate departments were also involved in drafting the agreements.
